This is only possible as long as Apple is signing the older iOS 16.2 and iPadOS 16.2 firmware. At the time of writing, Apple is. This means you can downgrade from iOS 16.3 and iPadOS 16.3, if you’ve already updated to the newer software update. But, if you’re on some older firmware and wish to hop on to iOS 16.2 or iPadOS 16.2 specifically, you have the option to do that as well.
First and foremost, you must take a complete backup of your files and data. You can use iTunes, Finder or iCloud, whichever suits you the most. Secondly, make sure Find My is turned off by going to Settings > Apple ID > Find My. Once turned off, you are ready to restore firmware onto your device using iTunes or Finder.
Last but not the least, download the iOS 16.2 or iPadOS 16.2 firmware file and save it to your desktop. Please make sure you download the correct one before going ahead. A wrong IPSW will never ever restore and it will just be a waste of time unless you use the correct one.

Once the IPSW is saved to your desktop, connect your iPhone or iPad to your PC or Mac using a Lightning or USB-C cable. Once the device is detected, launch iTunes or Finder, whichever is applicable to you. Click on your device icon and then click on the Restore iPhone/iPad button while holding down the left Shift key (Windows) or the left Option key (macOS). Let the software unpack and restore onto your device. The whole process may take up to twenty minutes or more.
