NC Gov. Cooper set a goal of 1.25 million electric vehicles by 2030. Is that possible?

The state currently has only about 36,000 zero-emission vehicles on the road. What has to happen for North Carolina to meet Gov. Roy Cooper’s goal of 80,000 ZEVs by 2025?
